Ok, what I see are platforms, at least 2.  They can throw all kinds of weird things at you that don't happen without them in the mix.  I see a platform on top of the foundation at the top of the stairs, and it looks like the house is on a platform, not a foundation.  Hard to tell since it might be one of the smooth foundations but given the way the brown wall is showing, I think it's a platform.  When you build on a platform instead of a foundation, all kinds of weird things happen like the error message you are getting.  

Platforms also cause errors when something is above or below them at times too so what might be happening is something above (if you have a 2nd floor) or below them (if you have a basement) is interfering.  And I see an interior wall that hasn't dropped.  Is it a half wall or full wall and is it on top of the platform?  A couple of pics showing more of your build would be helpful to see what might be interfering.

So, I know you don't want to delete stuff but to get it to work, you may have to.  When you use platforms, it's always best to build the house on a foundation, then put the platforms in on top of the foundation.  Things work a lot better that way.    

Another thing I see is the column on the left that has dropped down to the foundation rather than resting on the platform.  You probably placed it with MOO too since it's on top of the upper stair newel post.  That could also be interfering.

The fountain to the left of the stair could also be interfering.  So, you might try deleting that and see if the stairs will expand then put it back.
