Can't complete goals for Kava Party

Question

I just tried to have a Kava Party but could not complete the "Grab A Drink" goal. There were about a dozen sims at the party. They went through 3 bowls of Kava. My sims each had 3 or 4 cups but the Goal only ever registered 2/3 cups. Is this a bug or am I doing something wrong?
