NOT accepted but can enrol to university

Hello, this is not a bug I think but I need to understand what is happening.

So, my Sim applied to university but was rejected from both (she received a letter).

She tried to apply again after developing her skills but the option was greyed out because she had applied recently. So she enrolled. It made her choose the university, the number of classes and an optional course. She has the option to study (even tho the course has not started yet). but she has not received the acceptance letter and there is no option to check the application either. Is this normal? thanks
