Hey there! Have you, per chance, ever used Sims 4 Studio or the Sims 4 Mod/CC Manager by GameTimeDev?
With Sims 4 Studio installed, you can click on the "My CC" button to click and scroll through the different items installed in your game. You'll be able to identify the item by its thumbnail and delete it accordingly. The SIms 4 Mod/CC Manager works by a similar function, though I would say Sims 4 Studio may be better suited in this scenario.
Shoes are supposed to be disabled on werewolves... is this item an accessory, rather than shoes?
Either way, using Deaderpool's MC Command Center, you may be able to fix the issue.
With MC Command Center installed, click on your sim, click on the MC Command Center menu, and then click MC Dresser. Click randomize part, then click shoes. It should fix this issue if the item is a shoe, although this is only a temporary workaround and will need to be reinstated when the glitch resurfaces. If the item is an accessory, then remove it by using randomize part... accessory... and select the appropriate category. I can't guarantee this will work on accessories, as I've only tested it on shoes.
