The Selvadorada vendors do keep certain hours.  If you show up there between midnight and 5 AM, they won't start showing up until after 5 AM.  They will leave around midnight or a little sooner.  And even then, whenever you travel into the Market zone, it takes a while for the vendors to show up.  Usually, the bartender in the bar will be there when you travel in regardless of time of day.  A bartender is always there, and they usually change depending on how much time you spend there.  The food stall vendor usually arrives pretty soon after you do.  Like the bartender, the food stall vendor might change if you spend a long time in the zone.  The two table vendors take a few minutes and arrive, one at the time, with time in between, after the food vendor.  Sometimes, it takes quite a while for the 2nd table vendor to show up.  On occasion, it might be hours before the 2nd table vendor shows.  

You can check to see if the vendors are being generated by checking their spawn points.  As you face the bar, The food stall vendor spawns on a path to the left beyond the rental above the fishing spot.  The table vendors spawn to the left of the bar on a path that is NE of the bar.  You may find at least one of your vendors are there, just not going to where they do business at the tables.

You can test if the vendors aren't showing up or are just slow to arrive by staying in the rental to the left of the bar.  That way you are in the zone longer.  If you stay in the rentals in the Temple zone, it always feels like it takes longer for the vendors to show up.  You might have to wait a while before they show so be patient.  I always send my sims to dig up the 3 dig spots around the Museum after traveling into the zone at the bar.  That gives enough time for all the vendors and locals to show up.

    @CGrant56 Thank you for offering a solution. I figured you needed to hang out a lot for them to pop up but as Cin suggested I tested without mods and they were on the lot right when I arrive on it. The bartender also doesn't show up as well.
    I can't figure for the life of me which one kind of refrains them to show up because I went through all of them with a certain mod that allows you to see the ones that are obsolete, all the scripts are up to date and were fine so I'm a tad confused because all the vendors stalls and bartenders work perfectluy fine in other worlds, it only seems to affect this one. I might try to see if the market stands in Evergreen Harbor work though. I found a workaround so really it's no big deal just annoying, I just cheated for the debug catalog to get what they needed for the adventure but yeah this one is a big mystery on my end lol. I do have plenty of people showing up but they do nothing and stand there taking pictures 🤣 so maybe I will try your solution to see if something happens but if not, well I guess I'll use the debug menu lol.     Mod Managers that tell you other mods are good or bad, obsolete or not, are about as useful as not having them imo.  They simply cannot do all what they are advertised to do very well and if you rely solely on one, your game will never run as it should.  I find it better just to steer clear of them but that's me.  You might have a different opinion.

    That said, based on what you said, I am pretty sure you have a mod that is preventing the vendors in Selvadorada from showing up.  The vacation worlds are different from the regular residential worlds and mods that change things that work just fine in the residential worlds can and do have unintended things happen in the vacation worlds and vice versa.  You should not have to use the cheats to play the game in Selvadorada.

    So, I suggest you play the game without your mods in and see what happens.  If the vendors show up, then you'll know if you have a mod causing the problem.  Then you'll have to go through what you have and figure out which one is causing the problem.  It'll take time though.

    I can tell you this much.  I play with mods, and I don't have the problem you're having.

    @CGrant56Tbh I don't have that many mods to change the gameplay especially when visiting lots I might have only two and considering the modders, not sure they are the issues but I will see. But I just can't play the game without them, it's too empty. I guess I will have to check them out one by one to see which one can cause it. It's honestly no big deal again because I have this pack because it was free but wasn't that much into getting it before so I managed to do the whole adventure with one of my Sims but not like I'm going to play there all the time.

    The mods manager I have is basically the one that does the right job but well I guess if I can't rely.

    EDIT: Well I knew all my mods were fine, but I suddenly remembered I had one that refrained townies from spawning as ugly as they appear in the game (yeah), I was preoccupied with the whole script mods because they're usually the ones causing issues but turned out it was a package file causing the issue. He did an update but obviously his mod doesn't work very well so I'm not going to put it back. 

    I'm so glad I cleaned up my mods file and organized all of them when I changed my computer because I could have looked for it for hours since I couldn't remember the name of the said mod. 

    So yeah this is solved now, I guess I will have to deal with ugly townies 😂
