Add limits on strafe spamming

I swear it gets super annoying especially octane stim that everybody strafe spam all the time in a fight rotational assist doesn't help either it just makes your aim way much more worst. with octane is a super pain despite dealing with movement on stim it seriously makes it unfair. This game should rely more on aim than movement aim is more key on winning the game than movement
