Add the slow down by heavy ammo effect to all guns or remove it completely

Not only is the Flatline the best gun in this game but adding this slow down makes it irreplaceable. If you pick any other gun you are basically throwing

Heavy ammo reduces speed just a tad more than say light ammo or energy. All guns ammo types have slow down effect heavy is just little more.

@E9ine_AC except charged Rampage that just buries your feet first and then remaining bits and pieces after you are shot dead :D
