Imo I actually would do exact opposite - leave 2 portals per world but indeed nerf the portal taking mechanics. First of all it makes no sense, with such logic you should be able to Lifeline drone yourself up :D
With 2 portals in the world I would consider nerfing their radius with the idea that if you put them out wisely and fights go badly each of two surviving teammates could take separate portal not to get insta-whiped. Vs previous state where you can teleport instantly between 2+ POI and make rotations very confusing, given how little attention people are paying to that aspect...
Second it was "out of jail free card" for brainless pushes = 2 people push, one stay behind (ideally Lifeline or any other support) and you have to lose the fight really badly not to be able to do either portaling yourself or allay recalling you. It was way too OP.
1 portal per world though makes Alter again kinda boring yet people still kept picking her in Plat lobbies yesterday despite above said proving to be much less useful in game. I saw a significant shift especially on e-district from Alter to Wraith as "portal master".
As for me I actually pick her for mobility, especially on e-district where you can change your vertical position so fast and confuse people a lot / grab them from the floor above aka kidnap. Portal was just nice addition.
