Dunno about the sound bugs etc but it seems very strange your GPUs only at max 50% load. I dont know if this has anything to do with your issues but I had a similar problem last split when the game didnt seem to use the GPU for game calculations, but only to run the monitor. It would be at a very low load (20-30%), my FPS would be at 100-110 so not that bad but the game was stuttering like I had 20 FPS fluctuating +/- 10 FPS all the time. It turned out to be some Razer software that I installed when I bought my Razer mouse. I dont remember what the software was called but it was supposed to optimize my computer for playing games and automatically disabled a lot of apps and other software when I started Apex. It seems like the software turned off the GPU so the game used the integrated GPU for some reason. As soon as I uninstalled it, my problems went away.
I think you are probably referring to Razer Cortex. I have uninstalled it today, but the issue is still there.
