Armor Changes Remove White EVO

I think white evo armor should be removed as ground loot. We already  drop into the game with an empty white armor, just make that armor full so everyone has a white armor. I don’t see the point of landing with empty armor when everyone is going to swap to a full armor immediately after landing. This should help further clean up the loot table an make the early game loot distribution feel a little more balanced.
