Valkyrie has a tactical disguised as a passive. She can fly quite a long time, as high as horizon lift. Her jetpack should be her only tactical, with a fuel regen passive (similarly to what octane was: health regen to fuel his speed tactical).
The silence would be a nice counter to some of the annoying powerful legends abilities that we currently have, or at least give people other legend options to counter the specific meta legend.
