@CompleatBeetWattson - faster fences or charge two of them instead of one.
Loba - like the changes except black market i hate that thing with a passion and the cooldown should be longer.
Fuse - Ult is weak indeed, the ring should be tighter allowing for a hit on use and keep the initial idea of trapping them. Or like you say a molotov effect but after the hit only the outer ring stays for a bit.
Rampart - Her ult needs two things, little tighter spread and a front shield on the ult itself. To keep it balanced same rotation as is.
This would make the ult a more offensive tool then first having to set up slow barriers.
