It would use the same skill system as we currently have. Gain a level, choose a perk.

@Zulkiers The issue would still be balacing and the amount of perks they would need to add based on the number of combinations.
Let's say there's only 10 legends.
That's 9 different possible perks a player could get, (since they can't get one from themselves).
Then if they could get a perk from both teammates that's 18 different possible perks a player could get, which then means there's multiple different combinations depending on the teammates a player gets.
See what I mean here? There would be too much to consider and to balance out.

You have the current perk system.
Add perks from teammates that you could choose.
It's easy enough to balance just like the current system.
I don't see the big issue.
