Fix E-District(NOT asking for revert drop zone!)

IT IS NOT ASKING FOR REVERT. Just balance.

Dev thinks any complaint means it is bad. It is kinda easier to fix poi because we can "locate" the problem.

There should be at least 20 acceptable quality POI on each map.

22 poi in WE. Why only 17 named poi in E-district? ED is a good map until you drop me at...idk where because they don't even have names.

Energy Bank is bigger than Skyhook but defined as 1 poi while there is just grass at south.

Upgrade loot quality at those poor poi. Temporary resources or temporary poi, like Mirage's ship. Maybe a small truck guarantees an evo cache.
