It is definitely the weakest legendary equipment.
How about a 25% shield recharge for a kill / knock down?
- Increase reload by 100% means if it takes 3s without, then with gold armor it would take 6s to reload, i think you meant decrease reload by 50%. But thats total crap OP even more than backpack. Personally they should just reduce backpack bonus from 50% to 25% to keep it subtle like rest of the bonuses and not straight OP crap that wins you game.

An increase in speed means it happens faster, which means it is halving the time taken.
