He still takes damage from arc star and the caustic gas. The speed is what he is based off of though also. I am just saying he basically counters himself sometimes with the fact he loses health which is a drawback and is a huge one. After a while people will get used to his speed and be able to hit him a lot most likely kill him. Its like Life Line, when she revives, she cant take damage from a certain point and she can use that to her advantage but people found a way to still beat her by either rushing or throwing grenades. she can also heal during a battle and its quick but people still found a way to kill her. Its also depends on the player.
If there were no armors, esspecially ones providing double the HP gauge I would agree.
Currently tho if Octane has a better armor his "HP cost" is non issue as he can regenerate it in 20 seconds with a passive and 30% movement speed is insane boost.
Lifeline is immobile when reviving, better comparison would be Bangelore with her passive (which is situational). Bangalore do get movement speed boost when being shot at and it's insanely strong too and that's why she got nerfed. Her Ult is medicore at best, her smoke too and the only thing that made her pick strong up till now was her passive boost and hitbox.
Same with Bloodhound, he is good due to his ultimate speed boost and hitbox.
Octane has both, and his boost is on demand and with no cooldown. Both Bangalore and Bloodhound boosts are limited by CD.
