Hemlok's burst mode

The Hemlok's burst mode should be removed. I agree with the intention of wanting to change the weapon environment while saving memory capacity, but this adjustment was not good.

The Controller class, which was already in a slump with a low pick rate due to being a poor match for Ranked mode, has had its deployables neutralized even more easily by this mode. Especially for Rampart, if the reinforced upper part of the barricade—which was the focus of recent buffs—can be destroyed instantly with a single shot from the Hemlok, then it is meaningless.

The reason the Hemlok is too strong is not its recoil or normal firing DPS, but the burst mode. I do not think the issue will be resolved by trying to adjust other parts while leaving the root cause untouched.

Also, Mad Maggie's pick rate has been high recently as a counter-pick to Gibraltar, but if Rampart—who can collect drills with the barricade and repel Maggie's ultimate—had been adjusted properly, I think a three-way deadlock relationship between Rampart, Maggie, and Gibraltar could have been established.
