Thing about loot boxes is, they are gambling. No dancing around it.
In many cases you may not be able to sell what you win and monetize it, but it is still gambling. It uses the same psychological tactic etc.
There is more reasons as to why gambling is regulated - not only the money but also the addictivness of it.
Lootboxes are officially gambling in at least one state right now (Belgium). And some others are at very least regulating them - like Japan and China I think.
So Loot Boxes purchased for real money (or currency purchasable for real money) shouldn't be in any game that is expected to be played my minors. Or any game at all for that matter.
Gambling doesn't belong to videogames.
I love Apex Legends and it get's a lot of slack for being Free to Play. But Loot Boxes should not be in it.

Rather semi gambling, when you gamble you actually seek to make profit. You can't sell stuff, hence no way to make profit.Tbh i am fine with loot boxes in a f2p as long as no p2w is involved. So far Apex does fine.

Gambling assumes you have a chance of losing all your money.
That's like saying that collectible card pack are gambling. You're taking a chance on the rarity and (subjective) value on what's inside. If you don't like what you got you have the 'choice' to buy another.
The countries that are 'trying' to regulate this will soon learn that they were wrong when their citizens complain.
