Increase Energy Ammo + Havoc Spawn Sucks

Since we increased the energy ammo drop rate to better position the use of the havoc, the rng loot in this game is messed up.

First, the havoc as it stands is a garbage weapon compared to what is available. I understand for some it probably is fun, but overall, I probably die to it 1/25 games . Buff it or do something to it .

Next, energy ammo had a good original premise. It was rarer than the other ammo types for good reason : the weapons catered to unique players and play styles. Now that you've made energy ammo more common, it removes this unique feature to the game .

Moreover, it screws up the weapon and ammo spawns of everywhere else in the game. Making it more frustrating to play, less fun (more time looting for the same loadouts) and overall dull and boring .

I kindly ask you to revert energy ammo to be less common and buff the havoc in some meaningful way .
