Is Octane OP?

I feel like a month ago these forums would be filled with posts about buffing Octane, and the developers have shown our favourite adrenaline junkie a lot of love, but was it too much?

I think the health regen is ridiculously strong. Getting away from a bad situation as Octane is stupid easy, and as soon as you do and the enemy catches up to you, you've basically regenerated all the damage they dealt to you. I think that they need to revert the speed of the Passive healing or remove it entirely and replace it with another Passive or maybe even rework it slightly. An idea I had for this was to remove the passive regen and give him a new Passive called "Adrenaline". When Octane gets a knockdown or takes heavy damage, his healing speed and rate of fire are increased dramatically for 5 seconds, but this is on a cooldown of 25 seconds, which is displayed on the HUD somewhere. 

I personally love the Stim, but the fact you can use it without a cooldown is pretty strong for me. I don't think this ability needs much attention: it makes Octane Octane. What I think they should do is test a nerf where his cooldown for the Stim goes up from 2 seconds to 15 seconds. As a slight compensation, Stim will only chunk 5% of Octane's current health.

I think the jump pad is balanced. Sure you can use it every second but you can easily catch up to the Octane, because unlike with Stim, you can actually use his jump pad. No nerfs or buffs need here imo.

What about you guys? Do you think Respawn maybe went a tad overboard with Octane? I certainly think so, but what about you?
