Awesome idea mate. Been waiting on a new type of ordinance and this could be it. I'd implement it with the crafting idea, where you pick it up, leave it in your inventory a bit, and it turns into a certain throw-able depending on the legend you're playing. Here's some ideas for those different types:
Bloodhound: A pules blade from TF2 with a smaller radius than his tactical.
Gibraltar: A chest high shield wall with limited HP.
Lifeline: A healing grenade which instantly provides a small amount of HP in a small radius.
Pathfinder: A floating anchor point that he can grapple to. Can be destroyed.
Wraith: A nerfed gravity star from TF2 (or maybe a rapidly thrown kunai dealing moderate damage).
Bangalore: A weak stun grenade.
Caustic: A molotov.
Mirage: A throw-able onion, directly impacting an enemy with it will cause them to uninstall their game immediately. JK, not sure about his, needs a strong-ish one to balance him out.
Octane: A repulsing grenade which pushes himself and enemies from the point of impact (not his teammates).
Wattson: A small EMP (or give her the gravity star).
Crypto: A sticky camera which connects to his neural uplink (cannot be manually viewed through), can be destroyed.
I'd make the pick-up epic rarity (purple) and allow 1 to 2 to be stacked in the inventory depending on the legend.
(Not sure why my first reply was marked as spam... )
EXTREMLY COOL IDEA.
I'm really exited. Sound very epic, but i have some comments.
Can't imagine how it will look like. I think it should be one specializing for each legend ordinance. Maybe it'll be regular icosahedron (icos) with detachable regular tetrahedrons (tets) which do different stuff after ordance hits something or time passes. There'll be lights on visible tetrahedron's face, which will change colour in case of different legend.
As other throw-ables it should stack by 2.
I don't think that new ordinance should be PURPLE rarity. All oredinances have COMMON rarity, so it is going to be good too. Making this new changable throw-able weak means making it useless. So maybe make it powerful, but with special restrictions. Maybe it could take some percent from your ultimate or whatever if it nerfes. As for me ultimate dicrease sound fine.
Here's some more ideas in addition to yours:
Pathfinder: A small device that hooks players. Can be destroyed.
Bangalore:A smoke grenade attached to the player deploys smoke where the player was.
Caustic: A gas remover or a rotating thermite (Cause molotov sound good, but too old-school).
Mirage: A holographic field making everyone inside invisible. Can be destroyed. Moving within or any bullet comming through will cause hologram to bug. Needs time to reboot after hologram beeing broken. Still DIGITAL THREAT optics will highlight players inside.
Octane: A speed-run area for everyone who steps on it.
Wattson: A quick crisscross fence setup. Can be destroyed as usual fence.
What do you all think?

I accidentally posted this after working on the response to jinks’ post but I want to edit some of my ideas because yours are very good too. I’m using the same key format:
*Pathfinder: I like this, but I feel like Pathy shouldn’t have such a good tactical because some of the best players are already using him because he’s already that good. I personally prefer the idea that I put because it ironically aims for the low ground and can only be used in very few instances. Take a look at my idea on my other response and let me know what you think.
(v) Bangalore: *Yes, although I’d make the smoke smaller, and if one has a digital threat, it could actually colour-code to a specific legend (eg. Yellow for Mirage, Red for Bloodhound, Mint Green for Lifeline). Obviously there would have to be a color-blind color-code too. Stun grenade is now a less preferable idea in my opinion since it isn’t smoke-related and is basically an arcstar repeat
*Caustic: Check out my idea 🙂 Gas remover sounds unusual, don’t personally like it as it doesn’t really ‘buff’ caustic. After all, what is he without his gas? I just think fire is out of theme, toxins and chemicals are his niches. (Check out my idea for Caustic)
(v) Mirage: *Best idea yet. Could you describe a situation where you can better describe what might happen? I like the ideas but I can’t seem to imagine them very well.
(v) Octane: My idea was probably a little unusual lol, this one’s a little more grounded
(v) Wattson: Sounds a little copy-pasty but it would be nice to actually have enough fences for once lol, although since this is a ‘special’ fence, it could cause the same static-sound effects I mentioned in my post
Now that I think about it though, n00bs won’t even get to the endgame until they’ve played and learned more about looting, making the learning curve not that much steeper xD

@Skenderaxe
I like your ideas. You're very good.
Especially about Caustic. I didn't know what to say about him. Just thought it will be nice to have ability to remove gas for teammates.
I realized my mistake about Pathfinder. Your idea sound very good. Maybe a floating zipline to make a vertical move.
The colour-code thing is super great. Did you suggest it yet? If not i will do.The Lifeline suggestion is fine, but don't you think it's too complicated?
I think Wattson is too weak with her fences in the battlefield. You either need to be asian playing Osu! with a mouse, or have a quick and nice fence setup ability.
I'm sure Mirage has no teamplay. Only thing he does for team is spotting an enemy with his holograms. I'll write description about my idea later.- 7 years ago
I can see why Lifeline's idea might be complex but I like the idea that it's not always guaranteed because you could possibly consider it to be over-powered if, say, all 2 teams are affected. That can be too extreme of a health change that might just make it OP, especially if you multiply all the Octane-type stats to 6 individuals who may have barely started a fight (it would be PK 2.0).
I like the vertical Pathfinder idea but again, it sounds a little too helpful like all his other perks. And yes, Mirage has no teamplay but this one would help a lot anywhere on the map, inside and outside.
