@Thunderuuuuu Its a marketing thing. EA/Respawn wants to make money, and so by making them bundles, it causes players such as yourself to spend a bit more for the skin that you want.
They don't hate Belgian players, its more like Belgian hates gambling, which if you didn't know, is why the packs make the bundle unavailable. But I do also agree with you too, the skins should be standalones as well.
When i see how bad the game is since s17 i'm pretty happy i never gave them money.
but it's true it's annoying you can't use your extra coins from BP to purchase packs.
