make octane FASTEST

- @ttv3kzeno Now octane moves 40 % faster so he is the fastest legend
- @ttv3kzeno The only ones in line are an ulting Bloodhound or a phasing while ulting Wraith but then again these ones need to have their ultimate ready which isn't as much as available as Octane tactical
I tested out side-by-side with my friend in the firing range, wraith is faster in the void then octane is sprinting. It’s just that octane stim lasts a bit longer
