I have never used Mirage's ult and survived. He needs to be complete invisible when he ults, or able to shoot. The enemy clearly has not problem seeing you.
Or... or... even better... be able to shoot when in cloak just like the OP says, but when you do that, cloaking wears off.
Better thing would be to be almost completely undetectable when standing still and more easibly noticable when moving.
