Arc Stars are fine the way they are now. If you get stuck which is hard to do in the first place. Your armor will be broken instantly regardless and that is fine. If you're stuck but have no armor, you will be instantly knocked which is also fine. This also means, if you stick a knockdown target, they will die no matter what.
It's pretty balanced at the moment.
The only thing I would see getting nerfed is the stun stacking effect when their are multiple arc stars thrown at you.
Edit: Also, you're not doing the math correctly on the arc stars hurting you. If you got stuck with armor, but take even more damage to the point that you're now broken. Of course that Arc Star is going to instantly knock you. Why? Because you're now what is called "Flesh" and Arc Stars will instantly knock anyone who is flesh that are stuck.
Also, you shouldn't be getting stuck every match. It rarely happens. I might get stuck once or twice a month but nothing more. And If I'm stuck, I get back behind cover and start pre-healing.
