I think the dev had considered the slow of using medkits is a slowing effect that the ability can remove it.
Yea we can train to shoot more accurately to those running targets, but I don't think this is what the dev wanted to be (I think this is a bug).
I kind of like this as a feature, although I understand wanting it to be removed.

Its a bug and 100% unintentional. He is healing at 100% speed, like he is running with his stim with weapon - 366 movement speed. Just check it out in the Firing range.
His whole movement speed buff should be removed.
He should run at 30% speed, and change something else about him. His ultimate change was okay tho.- 6 years ago@LordloshBang 366 is a bit less than actual running.

366 is the running with his stim and a WEAPON ON. Why you making me write the same thing over again.
Its 420 when you holstered.
And yeah its a bug, because a running a speed for normal character with a weapon its 260, but you did not heal on 260 right?For me this is 100% unintentional and they should fix it asap.
- 6 years ago@LordloshBang @Sir_Named it's not a bug, see the patch notes, it's BUFF that he received, and he not only heals himself running, but also recharges his weapon running, if he falls on the Wattson fence and activates the stin, he runs too, all according to patch notes.

@ADM-REIxSUPREMOYeah, I did see that, but it’s unclear whether healing is one of the slowing factors that the Stim should remove.
Edit:
For example, crouching slows you down. If you use the Stim while crouching, should it remove the slow? Probably not. (I don’t think it does, either.)
