I think it's worth mentioning some more details into his recent changes. One of the things that is incredibly unique about his reduction in ult recharge is that it essentially makes it so that rather than having an ultimate, he has two different tactical abilities. This may seem like something that you don't want but when you think about it it actually is very useful. He has some potential for a lot of repositioning and preparation. I've already seen teams set up 3-4 jump pads in a row and use them as a way of getting in and out of fights in one area. I was honestly kind of stunned. And you may think that he is incredibly vulnerable when he is using the pad, but the biggest difference and advantage that he has over Loba is that when he is repositioning, he still has the ability to shoot at people. Loba has at least 3-4 seconds while using her tactical where she is the most vulnerable character in the game. From the time it takes her to pull off her bracelet, throw it, wait for it to land, teleport, and then put the bracelet back on her wrist, there are so many windows to mess her up while she is attempting to reposition. I definitely agree that Octane needs a little more love, but I think that maybe we need to wait and see what they already have planned for him. If nothing changes soon, then I would say that the ultimate way to buff octane without providing any overwhelming advantage is to make it so that he can move at top speed(the speed in which most legends put their guns away) while still being able to use his guns. let him aim down sights, hip fire, whatever he wants to do, but let him continue to do it while he is moving at a full sprint, even while stimmed up. If they need to do something to balance it out a little more, they just make his aim a little harder to control while he is doing that, but with just more recoil or less stability. something along those lines.
