Yes. That's the logical conclusion. If I didn't struggle with console players, I wouldn't go into the forum to complain about it. Or anyone who complains about it in this case. The point is that the same scenario happens every time when I encounter an 'innocent' console player. I engage in combat, they wiggle around like crazy, jump around, crouch and what not, and hit every shot. Meanwhile my own movements don't seem to matter much because their shots are tracking almost no problem.
Whenever I watch my friend play this game, who is a console player, I can see how fluid the tracking motion of the aim assist really is. The best scenario was still that a Wraith engaged my friend, zoomed past him, did wall-jump stunts and whatnot, and all I could watch his his cross-hair sticking to wraith like glue. And then people come into the Forum and are like "Yeah but you know, I use both keyboard and console and keyboard is clearly superior" - I'm honestly not sure what to believe. The thing I see with my own two eyes, or the words of someone in the Forum.
What sorta becomes rather suspicious to me... People like me have already suggested an option to disable the crossplay. Just a simple option that one can enable and disable. And then everyone says "But console isn't that bad, it's actually vastly inferior and we are struggling against PC players." - So instead of agreeing to this option since they would clearly benefit from that if they're struggling so much, they instead claim their aim assist isn't that good so we should stop whining. So... I'm honestly unsure about the defensive act about this.
