To whom is in charge. I am a former apex legends competitor and am currently confused as to why I must be penalized for leaving a ranked match when I lost connection and was also unable to REJOIN the game due to the match ending on its OWN terms due to lost connection instead of my own free will of choice????

The game is unable to discern whether or not you left on purpose.
For example, if someone were to disconnect their internet, it would look the same as someone having connection issues.
Even if the match ended, your teammates would be at a disadvantage, which could've been the cause for your team losing.
I understand that it might feel unfair to get a punishment for something out of your control, though these penalties should also stimulate players into fixing their connection issues if they get them often.
So if you often get disconnected due to network issues, then it might be worth to troubleshoot why you might be getting them.
