There's nothing to fix.
Med Kit: 8 seconds to use
Shield Battery: 5 seconds to use
Total: 13+ seconds to use
Phoenix Kit: 10 seconds to use
There is no reason to speed it up. Every item usage is supposed to have an inherent risk and reward. If you have to recover more quickly, you have to weigh whether it's better to battery and continue the fight, or Phoenix up and hope for the best.
