Rage quitters

Yeah, I agree that solutions like that are preferable, i.e solution that doesnt force anyone to anything. Another solution that would work on the same principle would be a "allow early leaving" checkbox in the lobby, and base the matchmaking on that. I wonder though how that would affect queue times. I have ofc no insight of the leaving statistics but I believe that the queue time for "non rage quitters" in your solution or "non allow early leavings" in my solution, would both have a very long queue time. The fact that you get into the same team as so many rage quitters kinda shows that the vast majority of players who play casual mode dont want to tryhard and play to win at all costs. Also, I suspect that all high elo players would get into the same rage quitting but stomping teams whereas all low elo players would end up together in the no-leaving teams hrmm..
I would suggest to find open discord channels. From there, you can always find players to team and if you are good teammate and pleasant to play with, you will soon find alot of people you can play with on a more regular basis.
