Rampart buffs to passive and lvl 2 perks

Rampart has mostly been in a pretty good state (not taking recent times into account), but her passive and lvl 2 (blue) perks feel underwhelming and unimpactful. Here's my suggestion on what I think would be cool to see.

Passive

Modded Loader: "Increased weapon handling, reload speed, accuracy, magazine size, and movement speed when using LMGs and the Minigun"

The existing passive doesn't do enough to impact my decision to use LMGs, and (outside of the reload buff) doesn't actually feel all that impactful. adding accuracy and weapon handling (including weapon stow/draw speed) not only plugs one of the other big weaknesses of LMGs (the slow weapon swaps), but combined with the movement speed also gives an immediate noticeable effect. This will make using LMGs feel better.
The movement buff is already in the game on the golden sniper stock, and hasn't made a big impact on the game so far. While LMGs are not Snipers/Marksman, I suspect that the impact will be noteable, but not game breaking.
The total impact of the added buffs (accuracy handling) can probably be on the level of white attachments, and as such probably doesn't have a massive impact on weapon/legend balancing. It will make LMGs feel better on Rampart, and will probably start factoring into the decision making process.

Perk 1

Turret! Turret! Turret!: "Gain additional ultimate charges"

The ultimate cooldown perk is intended to have the ult be available sooner. But since Sheila is available after 25% ult charge, the current Ultimate Cooldown perk just is not doing a lot and it's impact is not felt in the game.

This new perk would essentially give Sheila more bullets, and is essentially equivalent to Ash's "Dual Breach" perk. Have more ultimate to use, but don't get it back faster.
I think that a good balance is +50% ultimate charges (173 -> 260 bullets at max charge), though obviously this number can be tweaked.

This perk would fill the role of the original park (have more Ult available), but actually feel more impactul, if only because you can use Sheila more freely at the start of a fight. The visual changes (more bars at the ultimate icon, bigger number in ammo counter) would also communicate more effectively that the perk is doing something.

Perk 2

Hot Modder: "Modded Loader extends to Snipers, Marksman, and Assault Rifles to a lesser extend. Carry more ammo per stack."

The bandolier perk essentially gives you 1 or 2 inventory slots (if that), and is a third of a third of the Assault Class perks. As such it doesn't contribute much, especially since Rampart has her Ult too (and thus she uses less ammo than other legends).
The fact that her passive only affects LMGs also means that you lose that part of your kit when not using them.
This perk adresses both of these issues.

Snipers, Marksman, and AR's are the mid-to-longrange "big" guns of Apex, and by making Rampart better with those guns she can fill her role of "suppressive fire" with more variety.
I do not think that the reload speed buff should cary over in the same capacity, instead I think that these weapons should get a buff equivalent to white attachments. This will make the buff impactful and relevant (just like the attachments), but probably wouldn't be gamebreaking.
I'm unsure if the movement speed buff should cary over, especially not to AR's, but that's something to experiment with and tweak.

Conclusion

I think these buffs will make these unimpactful parts of her kit stand out more, while not breaking the game. Each of these buffs is also easily tweakable, since you can tune the various numbers up/down (from a buff of white attachments to half of that, or giving the ult more or less bullets).
Furthermore, AR's and/or the movement buff can potentially be excludded from the "Hot Modder" perk, and the movement buff could be removed from the passive entirely if it proves too strong (which I doubt to be honest).
