I think the changes in number of packs/ XP between levels is a psychological tactic to hook players in at the start at a time when they're most likely to quit. When you're then hooked in you're less likely to leave becasue of the higher gap between levels and packs.

As for why they packs/materials/currency is structured the way it is - money, to make the most of it.

It's been discussed to death already on here so i'll not repeat but TL:TR we don't really like it, but understand it's a free game so it's gonna need something to be monetised, and as a forum we can't agree on the best way to fix it.
