I can't speak for everyone, but it's funny because this is the only time I've ever monitored my usage as this week my home internet is down for repairs and I couldn't go without playing apex so I used my mobile phone as a wireless hotspot to connect my PS4 to the internet and when I check my usage after each session, the usage is so low, I played like a 4 hour session and it didn't even use 1gb (I can't be more precise because my phone updates in increments of GB not MB so all I know is it was less than 1GB)

No it would be less than 1gb.

For example my phone would show 22gb remaining which it ticks over to exactly 22gb it doesn't wait until 21.55 to display 22 remaining, and when I finished my 4 hour session it still said 22gb remaining meaning it hadn't gone below 20.99gb to tick it over to 21gb remaining 

But other games don't take up as much. For someone using capped internet this is a bit of an issue
