Most snipers you're not gonna be able to hit more then 2 or 3 shots on someone before they can get behind cover. The Kraber does more damage then the longbow can in three shots (not head shots) with just 1.
Like all sniper rifles, it's a situational weapon. Use it in the wrong situation, and it's basically useless. Use it in the right one, and you'll secure the win for your squad. You might not necessarily get the kills, but you did your part in winning the fight.
First. Technically 3 shots from a Longbow DMR actually does more damage (55 x 3 = 165) than the Kraber's 125 damage body.
Second. Your scenario the Kraber would be a straight downgrade to a marginally kitted DMR except you don't get highlighted enemies if you didn't find a Digital Threat sniper scope. Assuming blue attachments on a DMR + ignoring glitches you get a higher effective DPS (more shots will hit + faster reload + larger mag), faster scope in speed, a significantly larger magazine, a significantly faster reload speed, very often you have a significantly larger ammo pool, higher bullet velocity making hitting shots easier, way faster weapon switch speed and not to mention all the benefits the DMR gets for reduced spread, sway and recoil from attachments.
The Kraber stat wise is worse or equal to a stock DMR except on damage and it spawns with a digital threat. Once you get attachments for the DMR the comparison stops outside of single shot burst damage which is inconsistent and unreliable and also precisely what is wrong with the Kraber anyway. Purple Helmet + Purple Armor means you won't die, sure you have to spend an extra 4-5s in cover to heal HP but that only matters if your teammates can follow up on it, but they'll have a hard time doing that cause the other squad knows you have a kraber and can position themselves in a way they're effectively fighting a 2v2 and then a 3v2, this is exactly the same thing that would happen with a Longbow with skull piercing, 1 guy takes cover and the other 2 fight off your teammates. In other words there's no reason to grab a kraber if you already have a longbow + midlevel attachments.

Longbow with attachments >>> Kraber >= Stock Longbow
Personally, I think all the snipers except the G7 Scout are pretty meh. All of them have little ability to effectively follow up headshot damage (low ROF, large spread on immediate successive shots, etc). All of them are a pain to use aggressively due to long scope in time and movement spread. Long range damage within the game is mostly meaningless or at best less effective than just closing the distance with an AR, SMG, Wingman or Shotgun. Yeah there's some use cases where the Longbow and TripleTake are OK but those are few and far between and usually worse than having an AR, Wingman or Peacekeeper.
Best solution imo, slightly lower zoom in/scope time for all weapons especially sniper rifles + give Longbow, Triple-Take and Kraber a larger stock headshot modifier. The mastiff can 1 shot headshot why can't the Kraber?

G7 Scout / AR / Wingman + SMG / Peacekeeper is far more effective than Other Snipers + anything.
