When legendaries are taken out of the equation.
Peacekeeper is the only gun in the game that you can easily run at end game and win matches without attachments.
Wingman is possible, but does require attachments to make it great at end game.

Both of these guns start and end strong.
Nearly all other guns start weak and end ok. (fully kitted R-99 or Spitfire might hit that strong league, but they are not peacekeeper strong)

Legendary guns are legendaries so within their own RNG realm.
Sniper rifles are, well how many use them throughout all the match? God tier aim is required or they will deal mediocre bodyshot dps. Not even top tier apex players like shroud or dizzy run these (only as a meme/protest against the wingman/peacekeeper meta).

Wingman is fine but it could receive a fire rate reduction to curb effectiveness of close range bodyshot spamming.

Peacekeeper is too strong, 2 bodyshot to kill weapon from the start till the end of the game which does not require significant skill to output its optimal damage.
Peacekeeper should receive a damage drop to around 90 max for bodyshots and a slight increase in shot spread.
