long answer: Sheilla is strong, but you also have a wind up time and limited movement. What are the snipers disadvantages to balance it out?
Vantage sniper is already powerful thanks to its fast rate of fire and fast bullet speed and MOST IMPORTANTLY it's an extra sniper which means you can still carry 2 close/mid range weapons while being able to snipe ppl long range
