Regarding the weakening of Ballistic

After being weakened, Ballistic has become a mediocre character when it comes to both maintaining position and fighting.

For reference, if I could adjust the ballistics, I would do it like this:

All legends using their ultimate will have a sound (Bloodhound's ultimate as an example).  This will address the issue of footsteps becoming harder to hear due to increased movement speed.

I don't know whether the fact that they're moving too fast to hit them is simply a lack of skill or because it exceeds human reaction times. I don't think that Ballistic's movement speed is unacceptable. The problem is that there's nowhere to get used to characters using movement skills. So the first thing we need to do is replace the dummies in the shooting range with characters so we can turn the skills on and off.

Reducing the number of ballistic tactical skills was a major weakening in terms of maintaining position. This is especially true since his ultimate has also been significantly weakened at the same time. There were many adjustable elements for tactical skills, such as cooldown, bullet speed, activation time, and distance, so it would have been better to adjust them elsewhere. If it were me I would have made it impossible to use tactics while firing a gun.

This can be said for other characters as well, but be sure to think carefully before making any adjustments so as not to ignore a character's individuality or make the character unusable. Also, your words and actions seem to be inconsistent, so if you are unable to carry out your actions stably, please be careful with what you say.
