Reintroduce backpacks and kraber in the game

Since season 9 it's really hard to get a backpack and kraber in the game while searching many bins and buildings I can't find a backpack and searching many care packages it's always a prowler or a tr...

@codeleaf00 Kraber doesn’t show up in care packages until mid-late game because of how strong it is
