Deamons420 on the one hand I am not one of those who flame like crazy and go as deep as wishing someone's death or getting cancer (from my experience for sure top3 comment in the game after death and having fun with my mom) on the other hand I do sometimes troll people for fun if they start it and I just see they can be easily triggered = giving some of their medicine back to them :)
Honestly I never understood people who have a problem with competitive environment that yes involves heightened emotions, many words that are not well thought about before said etc. It is just human nature, how our brain works - game just drives it into flight and fight situation and fight people do. Only the best (partially that's why they are the best) can control that.
Also it never bothered me personally, I get more triggered if people (even calmly) talk some total nonsense = as I say I am allergic to low IQ. But all those "toxic" comments... who cares what some random dude or girl (happens actually) says to you on the internet.
Plus Apex is very well known especially thanks to controller players for its "I will use my mic only to trash talk someone after we have lost the fight / game" type of play style. It has been like that since I joined Apex in season 7 and there is 0 trend of it changing. It even happens when you join LFG channels only there people do use comms at start as they suppose to but they trigger into trash talk sooner or later - I have like 3000+ people in my banlist mostly for it ONLY from APEX Legends Discord server.
Same is true in Overwatch, I would say even worse there as mostly younger players play it and they just go full "crazy kid mode" instantly and start screaming into their mic as loud as it blow your ears if your don't mute them.
Valorant is actually much better, people do get toxic there but much more understand that talking well is just better for the team and there is no way to "win while your team loses" in there that motivates people to teamwork more. Plus they do monitor voice chat as well. Apex unfortunately does not do either - there is still "solo superman" mentality and motivation to play like that and 0 moderation of voice chat.
Finally regarding banning - while game is infested with hackers I would say that would be nr.1 priority to monitor. Only after that is under control, which in Apex is far from being true, we could talk about other type of offense monitoring. Yet I would imagine that noone will ever listen to bs of millions of people -> moderation of such abuses would be automated as Riot does it in Overwatch and Valorant -> which in turn leads to situation where some angry kids who just don't like you mass report you and you get instabanned in Overwatch and eventually also in Valorant just because you have exceeded threshold of reports per game (same as Apex now seems to be doing with hackers).
The best motivation imo is one that exists in Valorant: first and foremost accept competitive environment or do not get into ranked with "I just want to have fun" mentality and focus, that is just not the right mindset to play ranked, create matchmaking so that people "who want to have fun in ranked" get stuck in Bronze/Silver ranks and are not able to get even to Gold, needless to say Diamond -> second create game mechanics / reward system that rewards teamworking (good example here was Respawn changing RP for placement + kill multiplier based on placement (latter is not ideal but still step into right direction)) -> monitor voice chat for crazy abuse (kids trolling, playing music, going mental etc.) issue bans vs just muting or whatever for it because muting player in Apex e.g. does not do any harm really to the person as such person would not use voice as it suppose to anyway.
