Shield swapping

Can we please have a time limit on swapping Shields as I was just a game and the opposing player swap the Shield over three times in a couple of seconds if you try and upgrade your shield using the crafting system it takes a good 30 seconds so why just because it's on the ground they get to do it every .5 seconds
