Sparrow passive

I overall like sparrow passive double jumps.

 I don't really understand why he cannot use his passive combine with octane passive however. Can you please allow him to use his passive when using octane pads? Or explain why not. 

Also, is it if possible to make his passive cooldown work when using a zipline? Right now, if he uses his passive to get to a zipline, his cooldown doesnt go until he lands on the ground.
