Start off with all white equipment

Have a game mode to test it out.

Everyone should start out with the 4 basic white equipment, remove it from the loot tables.

    @I_am_C0NFL1CT They messed up with Sniper Event. That mode should have had everyone in white armor at the start of the lobby. Plenty of people gave feedback for it. It was not a good mode due to the one shots and legendary weapons on the ground too.
