Everything except the 10% fast heal sounds pretty good and fairly accurate with the other legends. I would change a few things though
passive: adding on to your idea, he could see his teammates health over their heads just like seer can see enemies
tactical: instead of removing twenty five shields and health, remove 25 percent of shields and health and give it to your teammates
ult: I think it should just replenish 50% of the tact and ultimate of his teammates and the tactical of himself, but it should affect everyone in the surrounding area and not just his team
Those are very good ideas!
Seeing your teamates health/shields more easily can certainly help and replenishing 50% tactical+ ult to everybody is certainly good.
I just worry that 25% of your shields (12.5 on full white shield, 18,75 on full blue shield, 25 on full purple/gold shield, 32.25 on full red shield) isn't really relevant.
I would boost it to 50% shields and 25% health (boosting this to 25, 37.5, 50 and 62.5 shields).
