That ban/suspension simply doesn't make sense

OK @Palette24carats has just made a point -- You have just confirmed that the maintainers will not look at the record of people who are reporting. Instead, they are purely looking at people who are reported. Let me argue why this is not reasonable:

1. When the teammates feed their head and die in game, they have every means to talk *, report me (who originally did nothing wrong) and leave the game. On the other hand, I, while alive in game, has no ways to fight back such toxic behaviour. If we follow what you said, we, who are innocent, have to bear with those toxic speech and itsconsequence for the whole rest of the game, if not, the following several games while those trolls have just through their garbage and join the next game happily. And this is exactly what I said "talking * and walking free". Fighting back with similar speech is definitely not the best way to do. But note that given your system, this is all what we can do, given that we are not those moral model but just some normal people who want some pleasure in game. 

2. By only looking at those who are reported, you are basically setting up a prisoner dilemma. There is simply no cost in reporting -- why not just report the other guy and get him in trouble while he could even forget to report at the end of game? You dont give credit to those who follow your guidelines and agreements (such as myself, not to boast). Instead, everyone has same weight when they report. Do you really think this make sense? I'd say you are just enrouraging everyone to be toxic. 

3. You mention that we could report the toxic players even after the game. I'd say this is a joke if you do not realise. Just one simple question: how you gonna remember those troll's ID? Am I suppose to learn a new language in order to faithfully reproduce trolls' ID if their ID names are in some language I don't know? 

4. Your feedback for report is just useless. What I see is just "thank you for your help to improve the community" blahblahblah. But wait, who gets punished from my report? Did the troll that talked * last night gets punished? 

Given all that, consider we are human beings who do get pissed off and need a way to get rid of those negative feelings. I'd say fighting back is the best way, given your current policy. 

Last but not least, let's look at a real-life example that I have encountered. 

I am the mirage. At the very beginning of the game, I managed to eliminate the whole squad that we had encountered and respawned the two teammates. They decided to rush outside the ring and fight other squads later on despite my gentle warning -- feel free to check the record/history of the whole game, I am confident to be 100% innocent. And this screenshot bascially shows what I have in return.

While I wanna report this wraith, there is some server issue I guess -- I just couldn't select the 'inappropriate behaviour' column. Now please tell me, how can I bring this wraith to justice, given that I do not even know how to type out his name? Plus, will I get banned if I fought back with this wraith at that time (luckily I did not) because I am normal human beings that can not be 100% calm all the time? Will a troll like this walks free and enjoys a free report against me because of the stupid server issue and his undecipherable (at least to me) ID name? 

All of these can be solved with two actions:

1. Look at the behaviour of people who are reporting to see if they are the toxic ones.

2. Better feedback on our report. 

3. (if you are more capable, which I do not really expect) Give different weight to players with different behaviours.

Now please answer me:

Is it so hard to admit that your actions are not reasonable, instead of arguing with innocent players (originally, and might become toxic in the forseeable future due to your actions) with weak arguments???
