Toggle tactical quips voices

Legends have a voice over every use of tactical should be able to toggle on/off. No more wee pick me up, faster faster faster etc. when listening to in game sounds.  Seriously stopped playing Horizo...

@E9ine_ACWee pick me up when using tactical... Not ppl talking. Im talking about legends annoying quips upon tactical ability usage

@raininspadez The correct setting is Dialog volume.
