Weapon balance & spawn frequency is getting outrageous

They are shotguns. They shoot pellets. They have spread. Each pellet does damage. If you aren't doing damage, your pellets aren't hitting. That means you are too far away and/or you suck at aiming. Aiming down sights also helps reduce pellet spread. Eva and peacekeeper are perfectly fine.
