Its because technically, you haven't 'placed' until your whole team is dead. Therefore you cant be rewarded accurate XP without the prerequisite of a squad wipe being fulfilled. I agree this isn't the best option and I think you should be able to leave after time-out with XP. Especially if you've managed to kill a fair few people. They should just remove the 'completion' XP imo.
Also as for reporting I believe an email to respawn is the appropriate way? Although someone correct me if I'm wrong, as I'm not entirely sure.
Aaaaand id remove the picture if I were you. Last I heard they're not particularly keen on people 'naming and shaming' those suspected of cheating. I suppose its the usual 'innocent until proven guilty' thing which is understandable...
You don't have to remove the completion XP. Just do as PUBG do it. They add the XP to all players when the game is over. Just show the XP you got so far and put NA on the rest if you quit early.

indeed, apologies just read it back and came across as me saying no one have it. I meant exactly that, as in it is not given to those who leave early. I think most games do that to be honest, as it seems fair to rewards the progress you did make, be it surviving 20 minutes, or killing 10 people. Or both.
- You are getting the XP. It just doesn’t show in the end-of -round screen. It’s still added to you total.
