why cannot i still not grab a swap off of my teammates box

i think that this is a change that is long over due. every day that this is not added to the game i will pluck one hair from my **bleep** and scream in excruciating pain. respawn and subsequently ea have made a huge blunder not implementing this change. also stop making characters that disable other character's abilities or weapons (remove ballistic)
