Wraith's tactical should ignore weapon holster state

I recently noticed that if you forget to holster your weapon before using wraith's tactical, she's incredibly slow. It feels like I have my weapon out in my tactical.
Since Wraith clearly holsters her weapon before entering the void, I think her speed while in phase should reflect that and ignore the movement penalty from

having your gun out.
